After signing 49 MoUs with investors including world’s largest steel maker ArcelorMittal, South Korean Posco and domestic players, Orissa government seemed to be in no mood to attract more investment in the steel sector, official sources said on Tuesday.

”As the state has already signed MoUs with companies to produce its target of 76 MTPA steel by 2010, there is no need to enter into more agreements”, said a senior official in the industries department.

Of the 49 MoUs in the sector, 28 units had already reached different stages of production, pointed out Orissa’s Steel and Mines Minister Pradeep Amat.

The government’s attitude towards new MoUs came to light when the State Level Single Window Authority (SLSWA) on its July 19 sitting refused to take up proposal of at least 12 companies interested to invest in the steel sector.

Though the SLSWCA took up proposals of shipyard and other projects, it kept the proposals for steel sector in abeyence, sources said.

Sources said the 12 proposals which were ignored in the SLSWCA meeting included Rs 210 crore investment by Goyal Associates and Rs 368 crore by Jagannath Metallics to set up steel mills in Dhenkanal district. Another proposal to invest Rs 208 crore was not considered, they said.

While ArcelorMittal and Posco-India have proposed to set up 12 MTPA steel mills each, Tata Steel will set up another unit of 6 MTPA capacity.

Other majors were Uttam Galva Steel Limited, Jindal Steel and Power Limited, Sterilite Industries (India) Limited and Essar Steel Limited.

“The nine mega projects will together produce nearly 40 MTPA steel”, the official said.

Three proposals which were not taken up in the SLSWCA had expressed their interest to set up plants even without asking for the raw material linkage.

The State Level Single Window Clearance Authority (SLSWCA) of the Orissa government, headed by Chief Secretary, Ajit Kumar Tripathy, on 28th july approved projects worth Rs 42,911crore mainly pertaining to the aluminium sector.

It includes the Rs 16,345 crore investment proposal of the National Aluminium Company Ltd (Nalco), Rs 19,668 crore proposal of L&T-Dubal, Rs 6800 crore proposal of RSB Metaltech and Rs 98 crore investment proposal of Kanpur based Bajaj Steels and Industries Ltd.

“The SLSWCA in its meeting today approved four projects and recomended three projects to the High Level Clearance Authority (HLCA) headed by Chief Minister Naveen Patnaik”, chief secretary Ajit Kumar Tripathy told the media persons after the meeting.

Prof. Robert Mutal from University of Iowa has conducted a full three year study with his colleagues on AKR bursts. He said, “Whenever you have aurora, you get AKR. We can now determine exactly where the emission is coming from.” The Cluster mission works same as GPS navigation. Astronomers say the origin of the radiation was located a few thousand kilometers above where the light of the aurora is formed.

First AKR signal was detected in early 70’s by satellites. Though it is blocked from reaching the ground by the ionosphere, it is 10,000 times stronger than the powerful military radar signal. Since the Galileo and Cassini spacecrafts have seen auroras on Jupiter and Saturn respectively, scientists are convinced that more auroras can be seen on extrasolar planets in the universe. The AKR phenomena will help astronomers to search for similar planets around other stars.

The detection of AKR from extrasolar planets requires very much larger and technically advanced radio telescopes than now. These days, the new telescopes are in the design phase. After the identification of these planets, the AKR will monitor them to calculate how long the planet takes to rotate. This project will also provide new paths to the investigation of magnetic fields of other stars and the radiation produced similar to AKR will be monitored. It will be a major breakthrough in the planetary science and astronomy.
